In January 2015, a law went into effect requiring all elected municipal officers to receive four (4) hours of ethics-specific training. FLC University offers the state-required Continuing Education in Ethics course several times a year at locations around the state and in conjunction with annual and legislative conference.
Only training taken after January 1 and within the calendar year will count toward the requirement. (If you were elected after January 1, 2016, you have one year from the date of your election to complete the training. For example, if elected March 10, 2016, you have until March 10, 2017, to complete the training). The FLC University provides both online and in-person courses to meet the requirement.
The law specifies that the four hours be taught with these components:
- Two hours of Florida Ethics Law (Chapter 112, Florida Statutes)
- One hour of Open Meetings (Chapter 286, Florida Statutes)
- One hour of Open Records (Chapter 119, Florida Statutes)
The way that this will be documented is through a box on the municipal (Form 1) financial disclosure filing document that indicates the continuing education has been completed. It will be the responsibility of the municipal officer (includes elected clerks, police chiefs) to keep records on the completion of these courses.
The John Scott Dailey Institute of Government
currently offers online Continuing Education in Ethics, which satisfies the four-hour requirement under Chapter 112.3142 for municipal elected officials. The cost is $79.00.
Another way to meet the requirement for four hours of Continuing Education in Ethics is to visit the Ethics Page
on the Florida Commission on Ethics website. It offers several video and audio tutorials that may be viewed for free.
The four-hour video on this page will also meet the requirements of Chapter 112, Florida Statutes. The Commission advises that each individual elected official keep records of any courses completed, events attended or tutorials viewed for their files (make a note of date, time and place that the training was viewed, as well as any related materials).
